Dust may be yet to settle around the Clerk of the National Assembly, Mohammed Sani Omolori whose emergence as was not without thick controversy, just as he is currently embroiled in a multi million naira scandal which may sweep him out of the National Assembly administration.
Omolori who came to office April 22 2016, as the Clerk of the National Assembly, under very controversial circumstances even though he was initially rejected by the Senate President, Senator Bukola Saraki, owing to a violation of laid down process, has been in perpetual negation of laid down procedures, in the running of the National Assembly.
According to information gathered by TheNigerian, the controversial clerk is presently on a collision course with members of the Congress of the Parliamentary Staff Association of Nigeria, PASAN, who have accused him of monumental corruption amounting to the tune of over Forty Two Million Naira, being proceeds from award of contracts.
In a four page communiqué by the congress signed on the 29 January by the communiqué drafting committee Chairman, Comrade Odo Chris M.C and six others, the association accused Omolori of large scale corruption to the tune of N=421,486,500.00 generated from the award of contracts for the renovations of his personal residence, some parts of National Assembly building, construction of Car park and withholding of allowances.
“Despite the backlog of over N=700billion debt owe contractors by the National Assembly management in the award of contracts not approved by the National Assembly service Commission.
Details of some of the transactions have a complexion of a clear fraud.
If the management chose to keep seal lips, the PASAN would not let go”. The association vowed.
According to our findings, billions of Naira have been discovered to be siphoned through phony projects like the National Assembly Clinic, internet connections and the National Assembly Television project all attributed to the office of the Clerk who is believed to be in cahoots with certain top management staff.
Omolori’s negation of due process also include embarking on the construction of a Car Park, at the mega sum of N=250million, renovation of his personal residence , N=450 million, the contract for change of Identity cards and also partial renovations of some parts of the white House, without approval even as all these are shrouded in secrecy.
Our source at the National Assembly Management office also disclosed that N=1.5Billion was given to a contractor to provide internet service at the Annex building but as at the time of going to press after four years, the contractor handling the project had abandon the project with over 90 percent contract sum paid.
The Parliamentary Staff Association during its congress, also stated that staff salary, allowances were been deducted under a very suspicious condition, while many of their members are dying.
“The National Assembly management should remit all deductions, including pension, taxes, National Housing Fund etc from staff salaries in line with extant law without delay; and forthwith stop the irregular and partial remittances as presently is the case”. It warned.
“The office of the CAN, embark on some projects, even before budget approval, we considered this as conduit as many Elephant projects are still lying uncompleted”. They stated.
Meanwhile, investigations by TheNigerian News further discovered that there is already a strong move by staff of the National Assembly to ensure his removal owing to his non comformity and claimed penchant for disregard of due process and fraudulent practice, even as they are holding onto the fact that his appointment ab initio was a disregard of due process.
A source in the office of the Clerk collaborated this much in a chat with TheNigerian: “We are aware they will go for his throat”.
It could be recalled that Senate President, Bukola Saraki, had earlier rejected Omoloris appointment as the Clerk of the National Assembly, for allegedly violating due process in the appointment of acting clerk.
Saraki, on the 22 April 2016 prior to Omoloris appointment noted that the National Assembly Service Commission, ignored the directive that it should follow due process and ensure seniority in the appointment of the Clerk.
Saraki, alluded to the fact that Omolori, was not qualified for the office , Benedict Efuteri, the Deputy Clerk, was the most favoured going by the Civil service rules, but the Adamu Fika led Board insisted Omolori, was appointed into the office as the clerk of the National Assembly
TheNigerian reliably gathered that a move that smacks of “rub my back I rub your back”, most of the contracts are being handled by those that support Omoloris appointment.
