Blue Economy Revenue Soars by 90%, Set to Surpass NNPC – Minister Oyetola

The Minister of Marine and Blue Economy, Adegboyega Oyetola, has announced a remarkable 90% increase in revenue generated from Nigeria’s blue economy sector. He expressed optimism that with ongoing reforms, the sector is well-positioned to overtake the Nigerian National Petroleum Company Limited (NNPC) in revenue generation.

Speaking at the 2025 Day of the Seafarers celebration in Port Harcourt, themed “My Harassment-Free Ship”, Oyetola highlighted the impact of port automation, modernization, and digital transformation as critical drivers of this growth.

“Within a short time, we have increased our revenue by not less than 90%. We are confident that with continued modernization and technology adoption, the blue economy will eventually surpass NNPC in revenue generation,” the minister said.

NPA Projects ₦1.27 Trillion Revenue in 2025
In alignment with the minister’s statement, the Nigerian Ports Authority (NPA) is projecting a revenue leap to over ₦1.27 trillion in 2025, representing a 40% increase from ₦894.86 billion in 2024. The NPA’s projection is anchored on improved operational efficiency, the full activation of the Dangote Refinery’s marine facilities, and cutting-edge technology deployment across Nigerian ports.

Managing Director of the NPA, Abubakar Dantsoho, revealed the figures during a budget defense session with the House Committee on Ports and Harbours, adding that over 70% of 2025 spending will focus on capital projects.

Maritime Labour E-Platform Launched
To enhance transparency and labour governance, the federal government has launched the Maritime Labour E-Platform, a digital portal aimed at streamlining maritime workforce administration. The platform allows for real-time data access, promotes regulatory compliance, and centralizes labour management.

“This e-platform is a bold step toward digital governance, improved service delivery, and industry-wide innovation,” Oyetola noted, urging all stakeholders to embrace the system.

Promoting Seafarers’ Welfare and Safety
Addressing the theme of the 2025 celebration, Oyetola emphasized the importance of eliminating harassment and bullying in the maritime sector. He reaffirmed the ministry’s commitment to aligning seafarer education with international standards and fully complying with the STCW Convention, including anti-harassment training.

He also praised the recent Collective Bargaining Agreement brokered by NIMASA, which sets benchmarks for fair wages, decent working conditions, and dispute resolution for seafarers.

NIMASA Urges Alignment with MLC 2006 Amendments
Director-General of NIMASA, Dr. Dayo Mobereola, called on shipowners and crewing agencies to update their operational manuals in line with the newly approved amendments to the Maritime Labour Convention (MLC) 2006.

The amendments address critical issues including recognition of seafarers as key workers, improved safety, shore leave, and repatriation rights. The new standards are expected to take effect globally by December 2027.

“These amendments reflect a global consensus to protect seafarers and ensure fair treatment. Our operators must align quickly to ensure compliance,” Mobereola stated.

With significant strides in modernization, regulation, and human capital development, Nigeria’s blue economy is emerging as a key driver of national revenue. The government’s commitment to creating a harassment-free, digitally advanced maritime industry sets a strong foundation for sustainable growth.
