Nigerian Navy reshuffles appointments of senior officers

The top senior officers, including 56 rear admirals and a Commodore, have had their appointments changed in the Nigerian Navy.

This information was made public on Thursday in Abuja in a statement issued under the director of information’s signature, Commodore AO Ayo-Vaughan.

Rear Admiral Olusanya Bankole, formerly the Director of Logistics for the Defence Space Administration, is now appointed as the Chief of Communications and Information Technology for Naval Headquarters, according to Commodore Ayo-Vaughan, while Rear Admiral Alexander Bingel, formerly the Director of Combat Policy and Tactics, is now the Director of Logistics for the Defence Headquarters, among other changes.

The Nigerian Navy reshuffled the appointments of its top senior officers on June 27, 2023, including 56 rear admirals and a Commodore. Rear Admiral Olusanya Bankole, who was previously the Director of Logistics for the Defence Space Administration, has been promoted to Chief of Communications and Information Technology for Naval Headquarters, and Rear Admiral Alexander Bingel, who was previously the Director of Combat Policy and Tactics, is now the Director of Logistics for the Defence Headquarters.

“Rear Admiral Kennedy Ezete, formerly Director Project Monitoring, Defence Headquarters, resumes his position as the Chief of Administration, Naval Headquarters, replacing Rear Admiral Ibrahim Dewu, who served as Director of Project Implementation, Monitoring, and Evaluation Directorate, Naval Headquarters. The former Director of Manning at Naval Headquarters, Rear Admiral Livingstone Izu, has been named the new Chief of Logistics at Naval Headquarters, and Rear Admiral Musa Madugu, who was formerly the Deputy Director of Special Operation Forces at Defence Headquarters, has been named the Admiral Superintendent Naval Ordinance Depot. The former Director of Innovation and Concept Development at Naval Headquarters, Rear Admiral Daupreye Matthew, is now the Director of Training at Defence Headquarters, and the former Director of Training at Naval Headquarters, Rear Admiral Zakariya Muhammad, has been reappointed Chief of Training and Operations.

“Rear Admiral Emmanuel Nmoyem has been reappointed Director of Human Rights Desks at the Defence Headquarters while Rear Admiral Ibrahim Shettima, formerly Flag Officer Commanding Central Naval Command, moves to Defence Headquarters as Director of Plans.”

Rear Admiral Monday Unurhiere, formerly of Naval Headquarters’ Director of Plans, has been named the Chief of Defence Administration, and Rear Admiral Hamza Kaoje, formerly of the Defence Headquarters’ Director of Equipment Standardisation and Harmonisation, has been named Group Managing Director of Navy Holdings Limited, he continued. Rear Admiral Sulaiman El-ladan, the former Director of Naval Engineering at Naval Headquarters, is now the Director of Marine Research at the Defence Research and Development Bureau at Defence Headquarters, while Rear Admiral Idi Abbas, the former Director of Operations at Naval Headquarters, has been reappointed as the Chief of Naval Safety and Standards. In place of Rear Admiral Saheed Akinwande, who was formerly the Flag Officer Commanding Western Naval Command, Rear Admiral Mohammed Abdullahi, the most recent Director of Communications at Naval Headquarters, assumes the role.

Naval Headquarters’ Director of Operations has been named Commandant Naval War College Nigeria. Rear Admiral Clement Atebi has been reappointed to Naval Headquarters as the Director Audit, replacing Rear Admiral Istifanus Albara, who was previously the Head of the ECOWAS Maritime Security Coordination Centre, Abidjan. Previously the Director of Search and Rescue at Defence Headquarters, Rear Admiral Samson Bura is now the Director of Logistics at the Defence Intelligence Agency, and Rear Admiral Umar Chugali, formerly the Director of Cyber at the Defence Space Administration, is now the Flag Officer Commanding, Central Naval Command. Rear Admiral Oluwole Fadeyi and Rear Admiral Olusola Oluwagbire have both been reappointed as the Director of Record Returns and Analysis at Naval Headquarters and Flag Officer Commanding Eastern Naval Command, respectively.

Rear Admiral Mustapha Hassan, formerly the Director of Policy at Naval Headquarters, was redeployed to Naval War College Nigeria, Calabar as the Commandant, and Rear Admiral Baratuaipri Iyalla, formerly the Chief Staff Officer at Logistics Command, was reappointed Flag Officer Commanding Logistics Command, Oghara, as part of the new postings. Rear Admiral Bashir Mohammed, formerly the Chief of Logistics at Naval Headquarters, is now the Director of Project Monitoring at Defence Headquarters, replacing Rear Admiral Kohath Levi, who was previously the Chief Staff Officer of the Naval Doctrine Command. Former Naval Headquarters Director of Campaign Planning, Rear Admiral Julius Nwagu, has been named Commandant of the Defence Intelligence College. Meanwhile, Rear Admiral Mike Oamen, who previously served as the Director of Veterans Affairs at Naval Headquarters, has been promoted to Chief of Naval Transformation at Naval Headquarters, replacing Rear Admiral Patrick Nwatu as Flag Officer Commanding Naval Training Command. Additionally, Rear Admiral Ayodeji Olugbode, formerly Managing Director of Admiralty Maritime Services Limited, has been appointed as the Nigerian Navy’s Hydrographer, and Rear Admiral James Okosun, formerly Director of Ships Design and Acquisition at the Naval Headquarters, has been reappointed Commandant Nigerian Navy Engineering College, Sapele. Rear Admiral Abolaji Orederu has been appointed Admiral Superintendent Naval Dockyard Limited, Victoria Island, Lagos.

While Rear Admiral Suleiman Abdullahi, formerly the Managing Director of Navy Exchange Limited, is now the Director of Logistics, Defence Space Administration at the Defence Headquarters, Rear Admiral Habilla Zakaria, the recently-retired Commander Naval Drafting, will once again serve as the Flag Officer Commanding of Headquarters Naval Doctrine Command. Rear Admiral Joseph Akpan, who most recently served as the Flag Officer Commanding Western Naval Command, has returned to Naval Headquarters as the Chief of Policy and Plans. Rear Admiral Kasimu Bushi, who previously served as the Chief of Accounts and Budget at Naval Headquarters, has been named Managing Director of Navy Hotels and Suites Limited. At the Defence Headquarters, Rear Admiral Abdulmajid Ibrahim, formerly of Naval Headquarters’ Director of Peacekeeping Operations, is named Director of Defence Transformation.

Admiral Olumuyiwa Olotu, a former Flag Officer Commanding the Logistics Command, is now in charge of the National Defence College in Abuja. Managing Director of Navy Building and Construction Company Limited is Rear Admiral Ibrahim Shehu, formerly the Director of Marine Engineering at Naval Headquarters, and Deputy Chief of Defence Space Administration is Rear Admiral Abdullahi Ahmed, formerly the Director of Recruitment, Resettlement, and Reserve at Naval Headquarters. The Admiral Superintendent Naval Shipyard Limited is Rear Admiral Fredrick Damtong, formerly the Director of Weapon Engineering at Naval Headquarters. Rear Admiral Hamza Ibrahim, formerly the Admiral Superintendent Naval Dockyard Limited, has been named Managing Director of Admiralty Marine Services Limited. Rear Admiral Abdul-rasheed Haruna, who served as the Headquarters Eastern Naval Command’s chief staff officer, has been reappointed in that position. Rear Admiral Sunday Oyegade, the former Admiral Superintendent Naval Shipyard Limited, is appointed Director of Project Implementation, Monitoring, and Evaluation at Naval Headquarters. Rear Admiral John Mamman is reappointed as Chief Staff Officer of Headquarters Western Naval Command, and Rear Admiral John Okeke is reappointed as Chief Staff Officer of Headquarters Central Naval Command. Former Western Fleet Fleet Commander Rear Admiral Olatunde Olodude is back at Naval Headquarters as the Director of Plans.

Rear Admiral Peter Zakaria, formerly Director of Arms at Naval Headquarters, has been appointed Chief Staff Officer, Headquarters Logistics Command, and Rear Admiral Sunday Atakpa, who has been reappointed Chief Staff Officer, Headquarters Naval Training Command, were also impacted by the redeployment, according to Commodore Ayo-Vaughan. Previously the Director of Legal Services at Naval Headquarters, Rear Admiral Abdul-hamid Baba-Inna is now the Director of Administration, and Rear Admiral Patrick Effah, the former Director of Maritime Domain Awareness, is now the Director of Naval Intelligence.

The former Director of Personnel Release at the Naval Headquarters, Rear Admiral Chidozie Okehie, now serves as the Deputy Commandant of the Armed Forces Command and Staff College, Jaji, while Rear Admiral Abubakar Mustapha, who was the Deputy Director of Defence Affairs at the Office of the National Security Adviser, takes over as the Director of Training at the Naval Headquarters.

Rear Admiral Olusegun Soyemi, formerly the Director of Monitoring and Evaluation Analysis at Naval Headquarters, is named Director of Policy, and Rear Admiral Abraham Zipelle, formerly Commandant of the Defence Intelligence College, is now transferred to Naval Headquarters as the Director of Manning. Also returning as the new Chief of Accounts and Budget at Naval Headquarters is Commodore Omotola Olukoya, who was previously the Commander Central Pay Office.
