The Rivers State House of Assembly has initiated impeachment proceedings against Governor Siminalayi Fubara and his deputy, Ngozi Odu, following allegations of gross misconduct and constitutional violations.
The move was announced on Thursday during a plenary session presided over by Speaker Martins Amaewhule. Lawmakers accused the governor and his deputy of breaching constitutional responsibilities and engaging in financial practices considered irregular.
Allegations Against Governor Fubara
Reading the impeachment notice, the Majority Leader of the House, Major Jack, said the charges were filed under Section 188 of the 1999 Constitution. The allegations include:
The demolition of the Rivers State House of Assembly complex
Spending public funds outside approved budgetary provisions
Withholding funds allocated to the Assembly Service Commission
Failure to comply with the Supreme Court ruling granting financial autonomy to the legislature
According to the Speaker, 26 members of the House signed the impeachment notice, which is expected to be formally served on the governor within seven days.
Allegations Against Deputy Governor Ngozi Odu
A separate impeachment notice was also presented against Deputy Governor Ngozi Odu by the Deputy Leader of the House, Linda Stewart. The allegations include:
Reckless and unconstitutional expenditure of public funds
Obstructing the House of Assembly from carrying out its constitutional duties
Allowing unauthorised individuals to occupy government offices without legislative screening
Seeking budgetary approval from unauthorised bodies instead of the legally constituted Assembly
Withholding salaries and allowances meant for the House of Assembly and the Assembly Service Commission

The impeachment proceedings represent a major escalation in the political crisis in Rivers State, which has witnessed prolonged tensions between the executive and legislative arms of government.
