<p>In a combined intervention, the offices of the National Security Adviser (ONS) and Secretary to the Government of the Federation (OSGF) highlighted serious concerns about economic stability and possible security risks as justifications for the instruction.</p>
<p>In the absence of a National Alcohol Policy that is properly implemented, the statement cautioned that further enforcement could &#8220;destabilize communities, worsen unemployment, and trigger avoidable security challenges.&#8221;</p>
<p>The government clarified in a statement signed by Terrence Kuanum, Special Adviser on Public Affairs to the SGF, that NAFDAC must hold off on closing factories or warehouses until the National Alcohol Policy is fully operationalized, even though the Federal Ministry of Health has signed it under President Bola Tinubu&#8217;s direction.</p>
<p>The statement underlined how major disruptions are being caused by the items&#8217; existing &#8220;de facto banning&#8221; in the absence of a unified framework.</p>
<p>&#8220;Given the impact on employment, supply chains, and informal distribution networks nationwide, the ongoing warehouse closures and de facto prohibition of sachet alcohol products is already causing economic disruptions and poses a growing security threat,&#8221; the statement cautioned.</p>
<p>The statement also disclosed that a November 13, 2025, letter from the House of Representatives Committee on Food and Drugs Administration and Control had an impact on the decision.</p>
<p>Deputy Chairman Uchenna Harris Okonkwo signed the letter, which cited previous National Assembly resolutions warning against the proposed prohibition.</p>
<p>The statement reiterated a prior suspension that was given in December 2025 and said that before a final decision is made, legislative, public health, and economic concerns must be reviewed.</p>
<p>&#8220;Therefore, until the National Alcohol Policy is implemented and final consultations are held, as well as until a final directive is issued, all actions, decisions, or enforcement measures pertaining to the ongoing ban on sachet alcohol are to be suspended,&#8221; the statement stressed.</p>

<p>Recall that the Police had on December 15, 2025, announced plans to resume enforcement of the Tinted Glass Permit, with effect from January 2, 2026, as part of measures to enhance public safety and internal security.<br />
However, in a statement issued on Thursday, the Force disclosed that it was served with an interim order of court in Suit No. HOR/FHR/M/31/2025, issued on December 17, 2025, which barred it from proceeding with the enforcement pending the hearing and determination of the matter or the vacation of the order.</p>
<p>According to the release, signed by the Force Public Relations Officer, CSP Benjamin Hundeyin, the Nigeria Police Force has entered appearance in the suit, raised preliminary objections, and formally applied for the vacation of the interim order.<br />
“The court has adjourned the case to January 20, 2026, for further proceedings,” the statement said.</p>
<p>In compliance with the subsisting court order and in line with constitutional obligations and respect for judicial authority, the Police said enforcement of the Tinted Glass Permit policy has been placed on hold nationwide until the court reaches a decision.<br />
The Inspector-General of Police, IGP Kayode Adeolu Egbetokun, reaffirmed the Force’s commitment to upholding the rule of law while carrying out its core mandate of protecting lives and property.<br />
The Police assured members of the public that it would continue to rely on lawful, intelligence-driven strategies to tackle security challenges across the country and would issue further guidance as developments unfold following the court’s determination.</p>
<p>The Force urged citizens to remain calm, noting that any updates on the matter would be communicated in the overriding interest of public order and national security.</p>

<p>A ‘beneficial ownership register’ is a public database that records the identities of the natural persons who ultimately own or control a legal entity, like a company, allowing for transparency regarding who truly benefits from the entity, which is crucial for combating money laundering, corruption, and other illicit activities; essentially, it is a list of the “real” owners behind a company, not just the publicly listed shareholders.</p>
<p>This, the civil society organisation highlighted, would help the country in combating corruption, illicit financial flows (IFFs), tax evasion, and money laundering.</p>
<p>Speaking at a two-day sensitisation and capacity building workshop on Nigeria’s Beneficial Ownership Register (BORs), yesterday in Lagos, the executive director, CISLAC, Auwal Rafsanjani said the register would help in tracking, detecting, and prosecuting financial crimes.</p>
<p>The event organised by CISLAC with Support from OXFAM in collaboration with Corporate Affairs Commission (CAC), held in Lagos on Wednesday February 26th, 2025, Rafsanjani noted, would help encourage corporate transparency.</p>
<p>He said that since the launch of Nigeria’s Open Central Register of Beneficial Ownership also known as the Persons with Significant Control (PSC) Register on May 25, 2023, the country has demonstrated global leadership in financial transparency.</p>
<p>According to him, “The PSC Register is not just a database. It is a powerful tool for reform. By mandating the public disclosure of individuals with significant control over companies and Limited Liability Partnerships (LLPs), it dismantles layers of secrecy that enable illicit financial flows and corporate malpractice.</p>
<p>“It will Improve compliance and enforcement mechanisms, ensuring that companies adhere to disclosure requirements, thereby reinforcing accountability in the corporate sector.</p>
<p>“I urge Regulators to integrate beneficial ownership data into their compliance and enforcement frameworks. Also the BMOs and the private sector embrace full compliance with beneficial ownership disclosure requirements, fostering a transparent and competitive business environment.”</p>
<p>Rafsanjani emphasised that corporate secrecy has long facilitated financial misconduct, draining resources meant for critical sectors like healthcare, education, and infrastructure.</p>
<p>He explained that Nigeria loses billions of dollars annually to illicit financial flows, with anonymous shell companies serving as conduits for corruption and capital flight.</p>
<p>“Corporate secrecy has long been a breeding ground for corruption, money laundering, and illicit financial flows, which drain national resources meant for healthcare, education, infrastructure, and economic development. Nigeria loses billions of dollars annually to illicit financial flows, with shell companies and anonymous corporate ownership structures serving as key enablers of fraud and capital flight.”</p>
<p>He noted that when fully adopted it would provide enforcement agencies with actionable data to track illicit financial activities, while increasing investor confidence by fostering an open and trustworthy business environment.</p>
<p>On his part, the registrar general, CAC, Hussaini Ishaq Magaji, said transparency in ownership helps create a level playing field for businesses, fostering a competitive and fair market environment.</p>
<p>Represented by an assistant director at CAC, Muhammad Abdullahi, Magaji, opined that the success of the BOR depends on the active participation and collaboration of various stakeholders.</p>
<p>“Regulatory and security bodies such as the Corporate Affairs Commission (CAC), the Nigeria Extractive Industries Transparency Initiative (NEITI), Bureau of Public Procurement (BPP), Federal Inland Revenue Service (FIRS), The Nigeria Police, Economic and Financial Crime Commission (EFCC), Department of State Security Service (DSS), Nigeria Financial Intelligence Unit, and many more play a critical role in maintaining and enforcing the register.</p>
<p>“Private sector companies must comply with the requirements to disclose their beneficial owners, ensuring that their operations are transparent and lawful.”</p>
<p>For other stakeholders present, despite the establishment of a beneficial ownership register, there is a need for robust mechanisms to verify the accuracy of the information provided and to address potential noncompliance and need to improve interagency coordination.</p>
<p>Speaking also, Lawrence Dube, said sustained political commitment is necessary to ensure the continued prioritisation of BOR reforms and to address any potential resistance or pushback from vested interests.</p>
<p>“Stakeholders play very important roles in strengthening beneficial ownership transparency through transforming the beneficial ownership registers from mere bureaucratic tools into dynamic instruments of accountability and reform. By leveraging collective expertise and coordinated action, they can help ensure that the true faces behind corporate entities are revealed—thereby curbing corruption, improving market integrity, and bolstering public trust in both business and government.”</p>

<p>CAPPA emphasised the need for stricter implementation of the National Tobacco Control Act (NTCA) 2015, the National Tobacco Control Regulations 2019, and the Regulation prohibiting the promotion and glamourisation of smoking in the film and music industry.</p>
<p>The Executive Director of CAPPA, Akinbode Oluwafemi, said the FCTC, adopted on February 27, 2005, has played a crucial role in regulating tobacco use globally. Nigeria, a signatory since 2004, ratified the treaty in 2005 and later enacted supporting laws to curb tobacco consumption.</p>
<p>Despite these policies, CAPPA raised concerns about poor enforcement, allowing the tobacco industry to exploit regulatory loopholes and target younger Nigerians with new, addictive nicotine products.</p>
<p>“Annually, over 8 million people die from tobacco-related diseases worldwide. In Nigeria, tobacco use kills 26,800 people yearly and causes thousands more cases of cancer, heart disease, and respiratory illnesses. The environmental impact is equally devastating, as tobacco waste pollutes our land, water, and air,” Oluwafemi warned.</p>
<p>He further accused the tobacco industry of using social media marketing and corporate social responsibility (CSR) programmes to deceive the public and push new tobacco products like e-cigarettes, heated tobacco products (HTPs), and oral nicotine pouches, falsely branding them as safer alternatives.<br />To combat these challenges, CAPPA urges the Federal Government to increase the National Tobacco Control Fund (NTCF) budget from ₦10 million to at least ₦300 million.</p>
<p>According to Oluwafemi, this funding will empower the National Tobacco Control Committee (NATOCC) and the Tobacco Control Unit (TCU) under the Federal Ministry of Health and Social Welfare.</p>
<p>“The FCTC has saved millions of lives globally. By fully implementing its provisions in Nigeria, we can protect more citizens from the harmful influence of the tobacco industry,” Oluwafemi concluded.</p>

<p>The Commissioner of Police, Akwa Ibom State Command, Baba Azare, on Saturday, led police officers to enforce the expiration of the third-party insurance policy.
</p>
<p>Our correspondent who monitored development reports that most of the major roads in Uyo, the Akwa Ibom State have been deserted following the commencement of the exercise on  Saturday.
</p>
<p>The Inspector General of Police, Mr Kayode Egbetokun had directed the police to commence enforcement of the mandatory third-party insurance nationwide on February 1st, 2025.
</p>
<p>The directive aimed to enforce road safety measures that vehicle owners comply with the stipulated insurance requirements to protect themselves and others on the road.</p>

<p>The CP had held a meeting with the stakeholders where he briefed them on the enforcement and warned that any vehicle that failed to comply would be impounded.

<p>Addressing reporters after monitoring the compliance, CP Azare said the exercise was seamless, adding that motorists in the state have complied accordingly. </p>
<p>He said, “We are here to monitor the enforcement of the third-party insurance directed by the IGP.</p>
<p>“In Akwa Ibom State, we had a seamless exercise. Third-party insurance is a requirement of the law. You must have all your documents to ply Nigerian roads.”
</p>
<p>The commissioner directed motorists “To obtain their third-party insurance papers to avoid the impoundment of their vehicles”, adding that the enforcement exercise has commenced and is currently ongoing.
</p>
<p>He explained that the enforcement of the directive by the IGP became necessary to ensure that motor vehicles were road-worthy and in line with the laws of the country.
</p>
<p>Azare added that the exercise would continue until motorists complied adding that those without third-party insurance would have their vehicles impounded.

<p>The Federal Capital Territory Police Command has commenced the enforcement of the mandatory Third-Party Motor Vehicle Insurance policy, following the directive of the Inspector-General of Police, Kayode Egbetokun.

<p>The Commissioner of Police, FCT, Olatunji Disu, has warned officers against extortion or harassment during the exercise.
</p>
<p>A statement released on Sunday by the command’s spokesperson, Josephine Adeh, stated that all vehicle owners in the FCT are required to obtain a valid Third-Party Insurance policy before operating on public roads.
</p>
<p>She advised those without valid insurance to get insured immediately to avoid sanctions.</p>

<p>Adeh said, “In line with the directive of the Inspector-General of Police, IGP Kayode Egbetokun, the FCT Police Command has commenced the enforcement of the mandatory minimum Third-Party Motor Vehicle Insurance from February 1.
</p>
<p>“All vehicle owners in the FCT must possess a valid Third-Party Insurance policy before using public roads. Those without insurance are urged to comply immediately to avoid penalties.”
</p>
<p>She added that the CP had instructed officers to conduct the enforcement with professionalism, courtesy, and strict adherence to the law.</p>
<p>Adeh stated, “The Commissioner of Police, FCT, CP Olatunji Disu, has directed officers carrying out the enforcement to be professional, courteous, and firm in discharging their duties.
</p>
<p>“He also emphasised that no form of harassment or extortion of motorists will be tolerated.
</p>
<p>“The general public is urged to cooperate with the police, as this enforcement exercise aims to enhance the safety and security of all road users in the FCT.”
</p>
<p>Explaining the benefits of the policy, Adeh noted that it is designed to protect road users from financial losses due to accidents, ensuring compensation for victims of property damage or bodily injuries.
</p>
<p>She said, “Third-Party Insurance is a mandatory policy designed to protect road users from financial losses due to accidents.
</p>
<p>“It covers damages caused to another person’s vehicle, property, or bodily injury resulting from an accident involving the insured vehicle.
</p>
<p>“This policy ensures that accident victims receive necessary compensation while reducing the financial burden on vehicle owners.”</p>

<p>He also requested the Nigeria Police Force’s support in the nationwide enforcement of compulsory third-party motor vehicle insurance, which provides substantial benefits to all road users.</p>
